An example: I can set up a recurring meeting that happens every Thursday, with March 1st as "Start time". The date of the first meeting will actually be March 5. This article is categorized for Power Users, since Site Administrators can implement the solution without access to the server. You would not have to be a Site Collection Admin to do this. Do most power users have designer? That's not the case for me. I guess you could call me a "super power user" and I STILL don't have designer nor do I ever expect to.
