The end users need to be competent enough to add content and manage their piece of the system. I work for an operation of about 500 employees. Very few of them are skilled on a PC beyond data entry. As a result, they hire a person like me to manage things in their realm and I eventually get sucked into the IT department because I do, "IT Stuff". This is a great concept given one condition.
