I need to create over 100 document libraries and user groups. I have a separate list to use as the titles for these. Any suggestions on how to do this most easily?

Do all the libraries need to be configured the same? If so create your base library, save it as a template, then create your remaining libraries based off of this template. It will ensure they are all identical.

You can do it with PowerShell. I don't have it for library, but here is an example for batch site creation. You can base on this one to create your PowerShell batch library creation script.
