In WSS, working with a document library (though this would be the same in a custom list, etc.) is there any way to have the choice elements of one column be dependent on another? I'm assuming this will use the calculated column but I'm not sure how to say "If I select department A, then I get only the sub-departments of A as choices in a sub-department column" Please let me know if you need further clarification.

There is no OOTB solution, however if you have a programming knowledge I would recommend this one http://datacogs.com/datablogs/archive/2007/08/26/641.aspx.
We used it and it worked like a charm.
