   SharePoint offers two levels of read access, viewer and reader. A reader can access the source file, while a viewer only has access to a displayed view.
   AFAIK, currently this distinction can only be applied in the case of Excel files used with Excel Services.
   So, to answer your question, I'd say: yes for Excel files, no for other files.

   AFAIK, only an ISA server can prevent someone from downloading a copy if they already have Read rights.
