Is there a limit to the number of documents a library can have without reducing performance? Would a library with 1100 documents have poor performance(slow to navigate)?

It's not as much in the number of documents, as it is the number of documents in the VIEW. So, the trick is to create filtered views, so that you're never rendering that entire list at once. Less than 2,000 in a view is the best practice.
