Restrict users from submitting multiple document is a week

The users should not be able to upload the content/document in following conditions
a) The user should be able to upload documents only till Wednesday (not after that).
b) One user cannot upload more than one document in a week.

There isn't any way to meet that kind of business requirement out of the box. It would take some coding probably using event receivers.

What is the business objective of this?
