I would like to create a questions and answers page on SharePoint where someone can post a quesion and then the answer can be posted against the question. Can anyone advise if this is possible?

You can use a sharepoint discussion board for that. Just be sure to give the users "contribute" access to the list.

I was thinking that route, but I am just hesitate it is not the most effective way. We have an admin who wants to develop a structured list that he can use for ppl to submit questions and then he would provide an answer. We then would cross reference when adding FAQS.

Create a structured list that anyone can come in and post a question. The answer field in that list is a link to a FAQ wiki that is built organically by the people answering the questions. -- Mark
PS: Laura, that's a usable solution for a workshop, if you ask me.

I have "customized" the Issues list for Question submission. Why didn't I use Discussion Board? Because I found being a user on another site of such a thing, the discussion board morphed into chatty-kathy rather than specific responses. In my Issues list I added a category choice field so that at least subsequent users could pull up anything entered, for example, concerning Document Library or a Blog or concerning Permissions. I set that field to have the ability for multiple selections as well.
Now I wish I could somehow do "something" that would pull final responses into a Discussion Board FAQ. Doubt that I can with the only capability being Site Owner OOB.
