"Stump the Panel" not actually on SharePoint, what gives?

    ... I'm all for rapid application dev (RAD) - but I'm left here wondering why the End User SharePoint "Stump the Panel" isn't actually driven by a SharePoint site/solution. Riddle me that one Panel! ;)
