    How can I move web parts around? I know how to drag them up and down with the section they are in, but can I drag them or move them into a new location creating an entirely new space on the site?

    They can be moved from one web part zone to another on the page provided there are multiple web part zones. If it is not letting you change zones, open the advanced properties of the web part while the page is in edit mode and ensure the Allow Zone change option is enabled.

    Just grab the title bar of the web part and drag it to a new zone like you were moving it up or down.

    The web part zones are defined by the master page and or the application page so to add more zones, those need to be customized in Sharepoint Designer.
